Why is this continuous supply model being proposed?
Three Karnataka cities - Hubballi-Dharwad, Belagavi and Kalaburagi - remain the leaders in providing clean, continuous and affordable water supply in India. While some 10 percent of the population of these cities is getting continuous water supply under the KUWASIP project supported by the World Bank, the remaining areas continue to face intermittent supplies.
People living in these areas get water only for a couple of hours every few days and have to find alternative means of meeting their daily water needs – often at significant cost to themselves. They have to either install pumps to tap groundwater, build storage tanks or else buy water from private suppliers. The poor are the hardest hit, as they have to travel long distances or queue for hours at municipal stand-posts to collect water for their daily needs.
Based on people’s demand, the Government of Karnataka (GoK) has decided to scale up 24x7 water services to fully cover these cities. The Government has sought financial assistance from the World Bank under the Karnataka Urban Water Supply Modernization Project (KUWSMP) to begin the citywide scale-up in Hubbali-Dharwad; it is likely to seek World Bank financing for the other two cities, Belagavi and Kalaburagi, once implementation modalities are finalized.

What are the benefits of 24x7 water supply?
- It is reliable: 24x7 water supply reduces the time and money spent by citizens to store water. Without it, citizens have to install expensive water tanks, wait for public tankers to supply them, or buy water from private sellers. Continuous 24x7 water supply frees citizens from the burdens of unreliability.
- It is clean: Continuous water supply is critical for the people’s health. When the pipes remain full, the water remains clean.Under intermittent service, when pumping stops and the pressure in the pipes drops, groundwater from the surrounding areas can be sucked in, bringing with it wastewater from homes, and drains. If the pipes are continuously filled with, and supplying, water there is less chance of such contamination. Continuous water supply thus helps keep water clean and safe for consumers.
- It is efficient: As leaking pipes must be fixed before a 24x7 water supply system can be put in place. This, in turn, reduces the amount of water lost in distribution and makes more of it available for supply.
- Its saving time: Water will be flowing to the door steps and wait for water. The time can be spent on other productive activities.
- Reduction in water born diseases: Due to improved water quality, there will be improvements in the health of citizens as the incidence of water borne and water related diseases will come down.

Is 24x7 water supply being supplied in any other town in Karnataka/?
Yes, Karnataka remains the leading state when it comes to supplying 24x7 water supply to its citizens. Apart from the 24x7 water supply KUWASIP project implemented in Hubbali-Dharwad, Belagavi and Kalaburagi and several other towns such as Ilakal, Haliyal, Shahabad, Gokak and Nippani project towns are also supplying continuous water supply to the entire city.

Is continuous water supply cost-effective??
Continuous water distribution is the most cost effective way of distributing water, both for the city corporation as well as the customers. If the city corporation has to pump the same quantity of water in 4 hours rather than in 24, it would require larger pipes. It also requires higher pumping and storage capacities. This results in higher pumping & electricity costs. If continuous water supply is not available, customers have to build their own storage i.e., tanks, sumps or other storages. Some customers will go in for alternative supplies like bore wells. It is advantageous for them to have water all the time from taps than to store. They will not have the trouble of collecting water at odd hours and waiting indefinitely for unpredictable water supply.

Is there sufficient water available to supply 24 x 7?
Yes, Detailed studies conducted by KUIDFC while designing the project show there is sufficient water available in the city to provide 24x7 supply to people; only the capacity for storage, pumping and treatment needs to be increased, and this is being done under the world Bank financed KUWSMP. In fact, the project has been designed keeping in mind population growth upto 2040.

Won’t 24x7 supply lead to an increase in the usage of water?
Results in the demonstration zones show that despite water being supplied 24x7, water needed for these areas has come down due to reduction of leakages in the system as well as more careful water use by citizens. As against the prescribed norm of the prescribed standard of 135 litres per capita daily, the usage of water in the demonstration zones is on an average 90-110 lpcd. Metered continuous water supply brings in a sense of conservation rather than of wastage in users.

What will be the effect on the poor households?
The current system of intermittent supply hits the poor the hardest. Many poorer families live in areas with no individual water connection. They have to queue for hours at municipal stand posts to collect it, or wake up late at night to fill their buckets and pots. Adults lose time that could be better spent in productive work, while children often miss school to collect water for their families.These problems will be overcome in 24x7 water supply. With water available 24x7 in their household taps, the time saved can be utilized for productive purposes.

Will there be facilities for customers for redress of grievances?
Yes. There will be an arrangement to improve customer interface and grievance redressal mechanism. Measures will be put in place to ensure that customer grievances are handled timely and effectively. Customer Service Centres will be set up in various zones which has to look into customer grievances in time bound manner & 24x7 call centres will be set up to attend to customer complaints. In the demo zones, the Operator is obliged to attend to the complaints in a time bound manner.

Will there be any special provisions for poorer households?
- As per the prevailing water policy provision and connection policy: Those households living in houses measuring up to 400 square feet (built-up area) regardless of whether they live in or outside a designated slum area will all get some concessions in the matter of water supply.
- Also, the connection charges for installing a household meter (which is a prerequisite under the continuous water supply project) will be waived invested out of the project funds for such urban poor is to be waived off. The householder under this category will also be allowed pay the cost of the water meter in affordable instalments of Rs.30/- per month, starting sixth months after they have begun receiving Continuous Pressurized Water Supply.
- Pertaining to subsidised lifeline supply, the concerned City Corporations will act as per the prevailing policy procedures.

Who will implement the project?
- The KUWSMP will be implemented by the concerned City Corporations, working in collaboration with the state-owned Karnataka Urban Infrastructure Development & Finance Corporation (KUIDFC).
- The municipality intends employing a professional water supply company for 12 years to help make the necessary improvements to the system, and to manage the refurbished system for the contract period.
- The Project will also help the concerned City Corporations to set up a city-level water utility and build its capacity to take over and manage efficiently the city’s water supply operations once the contract of the professional operating company has ended.

Will customers be able to afford the tariff for 24x7 water supply?
The tariff structure for the city has been set by the City Corporation and has been designed keeping in view the ability to pay of different categories of customers. Volumetric billing water slabs as per prevailing Government order is under force.

What is volumetric billing?
Volumetric charges means you pay for how much water you consume.

What will be the water billing and collection system?
The water billing system will become much more transparent as every connection will be metered and the public will be able to clearly see how much water they consumed and what they are being charged for it. The bills will read monthly/bi-monthly? and the customer will be charged as per the actual consumption of water.

Where can citizens pay their bills?
Consumers can visit the nearby Customer Care Centers/ Karnataka One for payment of their water bills.

What is the time-line of the project?
It is proposed to implement the project in five years with 7 years additional Operation and Maintenance. All the houses will be provided with new connections within the 5 years in staged manner.

What is the present status of the project?
Letter of Award has been issued to M/s. L&T India Private Limited, Chennai a designated DBOT- Contractor for implementation of 24x7 continuous water supply works at Hubballi-Dharwad, Belagavi and Kalaburgi.

Will existing meters have to be changed?
The existing water meters will retained if they are performing as per requirements and otherwise new water meters will be installed.

Can unconnected areas have new tap connections?
Yes, They have to pay the connection charges as per the connection policy.

Initially in which wards will the project be implemented?
After Infrastructure Improvement Plan (IIP) is approved.
